Would be a blatant gift to China’s Solar Industry
The Coalition for a Prosperous America (CPA) strongly opposes any amendments to eliminate or weaken the Foreign Entity of Concern (FEOC) Excise Tax from President Trump’s One Big Beautiful Bill. This excise tax is essential to protecting American manufacturers and workers from China’s subsidized solar industry, which relies heavily on forced labor and coal-fired energy. CPA is also opposed to any amendments that would weaken the safeguard provisions prohibiting FEOC entities from being eligible to receive Inflation Reduction Act (IRA) tax credits.
CPA opposes the following amendments:
- Amendment #2466 filed by Senator Adam Schiff (D-CA)
- Amendment #2407 filed by Senators Joni Ernst (R-IA), Chuck Grassley (R-IA), and Lisa Murkowski (R-AK)
- Amendment #2583 filed by Senator John Curtis (R-UT)
CPA strongly opposes any amendment that dangerously guts the FEOC restrictions by striking the critical June 16, 2025, date for material assistance prohibitions. This loophole would allow developers to stockpile Chinese solar equipment and still fully access U.S. tax credits at maximum value, as long as projects commence by 2026 and are placed in service before 2030. Senator Ernst’s amendment #2704 effectively grants China’s solar industry an open door to the U.S. market, undermining American manufacturers, compromising national security, and incentivizing reliance on CCP-subsidized equipment.
Any Senator who supports an amendment to remove or weaken the FEOC Excise Tax is directly endorsing China’s solar industry—dominated by companies using slave labor, powered by coal, and compromised by severe cybersecurity risks. A recent Reuters investigation uncovered rogue communication devices embedded in Chinese-made solar equipment installed in the U.S., highlighting the serious national security implications of continued reliance on China.
Pro-CCP groups like the Solar Energy Industries Association (SEIA)—which was exposed as an industry front for Chinese solar firms tied to slave labor—are spearheading the lobbying efforts against the FEOC tax and gutting the applicability of the FEOC provisions.
Senators must reject this dangerous lobbying campaign and prioritize American security and manufacturing.
