CPA Applauds U.S. Senate’s Final Passage of the ‘National Defense Authorization Act for FY2026’

Washington, D.C. — The Coalition for a Prosperous America (CPA) welcomed final passage this week of the ‘National Defense Authorization Act (NDAA) for FY2026,’ (S.1071), which has been sent to President Trump’s desk for signature. The legislation advances critical national security priorities, strengthens U.S. defense readiness, raises troop pay by 3.8%, and reinforces the importance of resilient domestic supply chains and robust U.S. manufacturing capacity. After weeks of consideration and amendments, the final vote was an overwhelming success, with a strong bipartisan count of 77-20.

The NDAA authorizes essential defense programs and policies needed to support America’s military readiness amid growing global competition. Congressional leaders moved to complete the bill before year’s end to avoid disruptions to defense planning and procurement, underscoring the importance of timely passage for national security and economic stability.

“Passing the NDAA on time is not just a defense imperative — it is an economic security imperative,” said Jon Toomey, President of CPA. “A strong national defense depends on strong domestic production. This bill helps ensure that America’s warfighters are equipped by reliable U.S. supply chains rather than foreign adversaries, and that our industrial base remains capable of meeting both military and civilian needs.”

CPA also praised the inclusion of the ‘BIOSECURE Act’ in the final NDAA package. The BIOSECURE Act addresses growing concerns over U.S. dependence on foreign-controlled biotechnology firms, by restricting federal funding and contracts tied to certain foreign adversaries, including the Chinese Communist Party. The measure represents a significant step toward safeguarding America’s biomedical supply chains and protecting sensitive research and data.

“The BIOSECURE Act recognizes that biotechnology is both a national security asset and a strategic vulnerability,” said Zach Mottl, Chairman of CPA. “Ensuring that taxpayer dollars support trusted, domestic, and allied producers strengthens our economy while reducing dangerous dependencies on hostile nations. In fact, the BIOSECURE Act should be applied to every other essential American manufacturing industry,” Mottl continued. “We are thankful that each side of the Capitol came together in strong bipartisan fashion in getting this critical reauthorization package done, and sent to President Trump before adjourning for the year.”

Like so many other critical industries, in addition to biotechnology the United States has allowed itself to become submissive to China and other geopolitical rivals in areas including: pharmaceuticals and active pharmaceutical ingredients (APIs); personal protective equipment (PPE) and medical consumables and devices; semiconductors and chips manufacturing equipment; timber and lumber; copper, steel and aluminum; rare earths and processed critical minerals; polysilicon and its derivatives; both commercial aircraft and jet engines, as well as unmanned aircraft systems; robotics and industrial machinery; medium- and heavy-duty trucks; the shipbuilding industry; and also the key components of our solar energy grid.

CPA argues that all infrastructure projects — from pipelines to transporation to health care to data centers — should drive growth in domestic manufacturing and output, not imports. The Trump administration should re-validate the original intent of all Section 232 investigations: strengthening U.S. manufacturing, safeguarding supply chains, and protecting jobs for American workers. CPA strongly believes that a BIOSECURE Act or similar treatment would be appropriate for every other essential industry for American manufacturing.

We applaud the president for signing this legislation swiftly into law, and look forward to robust implementation of the NDAA to ensure the United States remains secure, competitive, and economically strong.
