Inside US Trade: Amid Amendment Frenzy, Hatch, Wyden, Ryan Pledge Swift Conference On Customs Bill

Amid a push by some senators to propose key elements of a customs reauthorization bill as amendments to Trade Promotion Authority (TPA) legislation, the chairmen and ranking member of the Senate Finance Committee have joined with House Ways & Means Committee Chairman Paul Ryan (R-WI) to provide new assurances that the customs bill will become law in the near term.

In a joint statement released on Monday (May 18), the three lawmakers signaled that the House plans to act within the next month and a half to pass some version of the customs bill. They also pledged that, immediately after House passage, they would hold a bicameral conference to iron out the differences between the House and Senate bills, with the goal of having the president sign it into law by the end of June.

“Therefore, in consultation with Speaker Boehner and Leader McConnell, we have agreed to move to reconcile the differences between the two chambers immediately after the House passes its enforcement bill, with the goal of sending legislation to the president by the end of June,” the statement said.
