The twelve Democrats co-sponsoring the bill included: James McGovern (D-MA), Jan Schakowsky (D-IL), Raul Grijalva (D-AZ), Louise Slaughter (D-NY), Richard Nolan (D-MN), Gene Green (D-TX), Paul Tonko (D-NY), Marcy Kaptur (D-OH), Peter DeFazio (D-OR), John Conyers (D-MI), Keith Ellison (D-MN) and Rosa DeLauro (D-CT). The bill was referred to the Ways & Means and Foreign Affairs Committees.
